RULES OF ENGAGEMENT -

Cochise County Militia

 

Standing Order of Rules of Engagement

For Operation Birds of Prey

 

1 – Concept of the Operation

a) If you are operating as a Unit, Squad, or other formation,

follow the orders of your leaders.

b) Nothing in these rules negates your inherent right to use

reasonable force to defend yourself against dangerous

personal attack.

c) These Rules of Self-Protection and Rules of Engagement

are not intended to infringe upon your right of self

defense. They are intended to prevent indiscriminate use

of force or other violations of law or regulation.

d) Leaders will instruct their personnel on their mission.

This includes the importance of proper conduct and

Regard for the local population and the need to respect

Private property and public facilities. Expect that all

Missions will have the inherent task of force security

And protection.

e) ROE info sheets will be given to each deploying member

 

 

 

2 – Rules of Self-Protection for all members

a) Militia members will protect themselves from threats of

death or serious bodily harm. Deadly force may be used

to defend your life or the life of a fellow member or the

live of persons in areas under Militia control. You are

authorized to use deadly force in self-defense when:

I – you are fired upon,

II – armed elements, mobs, invaders, threaten human life,

III – there is a clear demonstration of hostile intent in your

Presence.

b) Hostile intent can be determined by Militia leaders or

individual members if their leaders are not present.

Hostile intent is the threat of imminent use of force

Against Militia members. Factors to consider include:

I – Weapons: are they present? What types?

II – Size of the opposing force.

III – manner in which weapons are being displayed.

IV – Response of opposing force to the Militia.

V – How does the force act to unarmed civilians?

VI – Other aggressive actions?

c) You may detain persons threatening or using force

which would cause death, serious bodily harm, or

or interference with mission accomplishment. You

may detain persons who commit criminal acts in

areas under Militia control then turned over to the

local law enforcement for processing. Seized narcotics

will be turned over to the DEA who will issue a receipt

and seized weapons will be turned over to the BATF .

3 – Rules of Engagement

a) You have the right to use force to defend yourself

against attacks or threats of attack.

b) Hostile fire may be returned effectively and promptly

to stop a hostile act.

c) When Militia forces are attacked by unarmed hostile

elements, mobs, smugglers, they should use minimum

force necessary for the circumstances and proportional

to the threat.

d) You may not seize the property of others to accomplish

your mission, Narcotics and Weapons excluded.

e) Detention of civilians is authorized for security reasons

or in self-defense.

REMEMBER:

 

1 – The militia is not at war.

2 – Treat all persons with dignity and respect.

3 – Use minimum force to carry out mission.

4 – Always be prepared to act in self-defense.

5 – Be polite…be professional…be ready to kill all you
